How to create a website on a budget?

Well, there are always free ones if a person has zero money. However, it is not that expensive to purchase a domain and hosting, especially if you watch for sales. It's better to do that.

Most hosting companies offer one-click installation of WordPress or other platforms, so it's not very difficult to build a basic site on your own.

15 dollar budget: GoDaddy, HostGator, BlueHost web hosting services

Under 100 dollars budget:Same hosting companies, but use WordPress and buy a $40-50 theme.

Things to keep in mind: domain has yearly renewal cost (under $30 with whois protection), web hosting services are monthly (under $20), there are free themes, and the ones you buy are mostly one-time fees (as mentioned, $40-50)

HubPages is not a personal website or a blog. They also hate affiliate marketers, you can no longer use affiliate links. You'd have to make an authority site and link to that.

Use a free theme on WP then watch some tutorials so you can modify it and customise it to your liking.

Depends on what your budget is but here's what I typically do:

Domain from GoDaddy: ~$12.99
Shared hosting plan: ~$8.99/mo. (VPS: ~$30.00/mo)
Themeforest.net responsive WP theme: $45-60.00
Shutterstock images (5): $49.00
Total: $115.98 - 151.99

As stated by Brian, this can all be done a lot cheaper based on your budget. However, this is your company's website. Also, this approximate cost doesn't include your brand/company identity which can be relatively expensive if you're unable to design it yourself.

It's all good and well to do things as cheaply as possible when bootstrapping a company or building a website. From my experience, your identity is an investment to be taken seriously so spend a little more (within reason) now if possible.

I'm using Go Daddy, Webstarts and Wix. All great starting points, however, building the website is the easy part. Discovering your niche, and knowing what to promote should be your first step.
